Licensing for Saipan Operation
For American:
There might not be necessity that I explain the license system to the American. Because you know it better than me.
For Foreigner's:
It is necessary to fill either of of the following conditions one so that you may do amateur radio from Saipan.
1) There must be reciprocal operating agreement between USA with your country.

If you are the people in the country where USA and reciprocal operating arrangement exists, the reciprocal license is effective. However, please take the responsibility for you when you use the reciprocal license. And, your license exercise should not request operating agreement to me.

2) When your country has joined CEPT.

I occasionally feel one in the doubt. The foreigner doesn't admit the use in the USA method excluding the license that the home country people acquired of the home country though it is not shown in TR61-01 Appendix IV.

4) You acquire the FCC license.
This is a perfect method.
Noted point:
You are to lose the right of reciprocal arrangements, CEPT and IARP by the United States method when you acquire the license of the technician class. If you will challenge the FCC examination in the future, the license more than the General class will have to be acquired. You are limited and if only the Technician class is acquiring it, your operation is limited very much.

You can use all the following call signs.
AH0/W1***(Extra only), W1***/AH0(Extra only),
NH0/W1***(Extra and General class), W1***/NH0(Extra and General class)
KH0/K1***, WH0/K1***, W1***/KH0, W1***/WH0
